If by rigged you mean that they are not based solely on people's voting, then yes I know. Of course it wouldn't be based only on the voting, but they are a major factor. The Editor in Chief of WSJ has the final word and he earned his position. If he wasn't capable for the job then Shueisha wouldn't have given him the position of Editor in Chief.

Shueisha has been printing advertisements in newspapers for each prefecture in Japan with a One Piece character included in the ad to celebrate 300 million copies printed. Everyone was wondering about Luffy as he was not included in any of the ads. Well, in this issue it was revealed that Luffy is going to appear in the New York Times in the USA!! and in a newspaper in Taiwan!!

I also wish we have an official English release of it. However, I personally think it will never happen. Kids with weapons trying to kill their teacher. Releasing it might cause controversy in the US.

Viz has stated several times on the Shonen Jump podcast, that they won't be translating Assasination Classroom. They said it was because of content and several classroom shooting in the US.
