I think it's Paul (though undoubtedly John has also written a lot of good songs which became # 1 in the Billboards). The reason for this is that in their later years songs composed by John had become too experimental and that he apparently did not mind their qualities. He became more involved in social and cultural issues and thus expressed his thoughts in his songs. On the other hand, Paul became more mature in his songwriting, came up with classics like the Blackbird, Hey Jude, and Let it Be (while John was on protesting). The thing though is, while Paul has written many good songs for the Band (and continue to do so until now), he is overshadowed by the figure of John. This is manifested first and foremost in the way their songs are introduced i.e. as written by Lennon-McCartney. I think Paul tried once to reverse the order of their names but Yoko refused

well i think that Paul is a good composer but in music his songs sound like one another like a remake but your right Lennon in the last year of The beatles he was just protesting and not making music
