Reborn, Arcana Famiglia and some soccer anime are the only Italian influenced anime I remember watching.

Gunslinger Girl is set in Italy - actually it has no Japanese characters at all. It focuses on terrorism in the Italian government (Americans, Russians, Germans, Italians, Africans, Turkish, etc.) and the corruption of the government itself through the eyes of the Social Welfare Agency. To be brief...

Romeo x Juliet is well... self explanatory?

To name two.

I think what it is is that you notice one culture in a work more so than another like Phantom: Requiem for the Phantom, Baccano, Cowboy Bebop, Noir, Chrono Crusade, and The Big O. A western influence is the most prominent.

Not so noticeable are works like Heaven's Lost Property and Elfen Lied which have Greek/Latin/German influence.

Or, there are works like Gasaraki and Shigurui: Death Frenzy which are noticeably Japanese in influence.

I could be wrong though.

Soccer is a far more intelligent thing to call it, soccer is universally recognized as a specific thing. Football is not

In English-speaking countries soccer works, but that doesn't at all make it a more intelligent name. Spanish countries call it futbol, and most countries around the world use a translation of football. Probably the best name to use is association football, since that's official, clear and about as universal as you can get.
