As most of you probably know, Aeon Clock (Iron Clock as referred to in some subbed versions) is a controller of time. Considering Oh Great's attempts to explain stuff with at least a little reference to possible physics, such as explaining the reason behind Om's bubbles or how Ikki was able to manipulate the air, Oh Great fails to show the reason behind Clock's trick of controlling time, even though Kazu tried to expose it during his battle with him.
The Manga also shows that Spitfire is also able to control time.

So my question is "How or why can Aeon Clock manipulate time?"

i dun really think he is manipulating time but just that he moves too fast so to him time is like slowed ... when you move faster then a certain speed time can be pass backwards or forwards i think...

i think that in the fight between Kazu and Iron in the cage match Iron explains to Kazu how he control time right before he knocks Kazu out .... he said that when the eye take in too much information that it overloads the sensory receptors in the brain and causes a state of mind as if time had actually stopped ... but in realty Iron is moving to fast for Kazu to keep up with his eyes therefore Kazu's brain state is trapped in " time stop" state. i think thats how Iron can control time
