There a lot of reasons (although neither of them should be considered as a rule)

Human classification of races are defined by lots of factors like geography, sun exposition (darker or whiter skin) and other adaptation factors.

This is also true to our everyday's diet. In this particular case, asian race's diet is high in estrogen because of their consume of soy in a great variety of products: Miso, Nattou, Soy sauce, etc. That doesn't mean if a Caucasian folk drinks soy milk he will become a female, lol. To make this diet factor, and other factors, decisive in race morphology, normally will take hundreds of years. I.E. because of this diet, asian females do rarely feel the struggling symptoms of menopause, while western women do have to suffer an special synthetic estrogen treatment to ease menopause effects.

What's the point of this?, hundreds of years of eating habits (and other factors) that yes, have a cumulative effect in the gene pool as well, have made races what they are. In this particular case, hundreds of years of high estrogen diet made asian males have a tendency of growing less facial and body hair. It is also true that a great percentage of the male population are slimmer and, ppl may say, more androgynous, which is also true when you look at male's beauty standards for asian people, they don't have big muscles or a lot of facial hair. Like many other said in this thread, they look like "flower boys".

Of course, they can grow a mustache, but overall is way tougher than an average western, some of them don't have a consistent facial hair so they don't allow to grow it because it won't look good. It is not a 100% rule, since they are asian people with beards and stuff.

As for the if Japanese ppl do like facial hair or not, as I said previously, since is not their actual beauty standard, they aren't used to see young asian males with facial hair. BUT, females do find attractive westerns with groomed facial hair (yeah, 'duck dynasty' beards will be a great turn-off for them, lol). Because is what make us different and exotic, is another beauty standard and they understand it.

So, long story short, anime shows young-adult asian people that won't have facial hair, 'cus is not their beauty standard. But that won't be the case when they portrait western young-adults.

So if you look slice-of-life school anime, you prolly will never watch japanese people with beards. (´・ω・`)ノ

It's not encouraged or desired in men under 50. The Japanese are very stratified when it comes to conformity as you grow older. It's the same in western countries for women. Since the Japanese culture puts extra emphasis on "our way", you just generally accept it. I'm almost old enough to wear one over there, not quite grey enough.

You're just making generalizations about Japanese people's facial hair based on the anime you watch...>.>.
No, it's not looked down upon in Japanese society but some people do prefer a clean shaven look.

In fairness, with main stream anime 90% of the cast isn't old enough to grow a beard to begin with. So facial hair becomes a stereotypical trait that can be used to indicate character age. Remember, not much anime really uses a wide variety of face shapes ( that would increase the budget ). They differentiate characters with eye style, hair colour and increasingly silly hairstyles/outfits. So older characters get facial hair and/or 2 lines around the mouth or eyes to indicate they've actually passed puberty.

So it may have less to do with Japanese society and more to do with target audiences and budget constraints.
