Not trying to be snarky just using up the easiest target first so the real discussions can begin and people will answer your question honestly.

But my real answer would probably be Kouichi Sakakibara from Another. He spent too much time just accepting everything and barely doing anything in his own best interest.

Tomoko Kuriki.. Its just a pain watch how hard she tries and ends up in the same place, id say its getting kind of annoying, but as it hasnt ended i think my opinion could change.

I agree about Sakakibara. While I generally prefer protagonists who are thrust into situations beyond their abilities, Sakakibara doesn't really... do... anything. Hell, he seems to just go along with everything. I feel that Another should have been treated as an ensemble from the beginning, rather than having a protagonist who really shouldn't be one, which essentially turns it into an ensemble.

I'd have to say I'd be Generic Brown Haired Dude from Insert Copy-Shounen here.

You know, Guilty Crown, Buso Renkin, Deadman Wonderland, Attack on Titan (face it, at this moment EVERYBODY IS MORE DEVELOPED THEN EREN, as well as more interesting), The high School kid from Durarara(nobody else in this series is anything less than amazing), Blast of Tempest, Valrave the Liberator, Kokoro Connect, Haganai, Linebarrel, Demon King.....

You get the picture. Generic Brown Haired Dude barely beats out his older brother

Generic Blue Haired Guy from Insert Seasonal-Harem-Ecchi/Harem-Shounen here.

SAO, Shuffle, Oreimo, Clannad, ....baaaah, I don't know the titles to all of them.

As you can see, Fill-in blank characters tend to have Brown or Blue hair. Brown Hairs are justice loving action types who have a girlfriend or at best Betty-Veronica pairing fighting over him.

While Blue hair tends to run with a whole Harem of which he may or may not pick a final girl from. He's always very nice and understanding, yet not decisive.

Shows which break that mold tend to have very favorable results, like Toradora, Persona 4, Clannad, The World God Only KNows.
I'll say the Blue mold is partially invented by Ranma Saotome from Ranma 1/2 fame. He actually fought to keep his harem, as a lot of his fights tended to be him fighting against rivals suitors....because HE'S RANMA, HE GONNA MONOPOLIZE ALL DAH GIRLS. And who is frequently called out on his stupid and casanova behavior... Hell, several OVA's of Ranam are rife with this.

And Brown Hair is probably exemplified through Shinji Ikari or Amuro Ray, depending on your preference. Shinji is a total copy/clone of Amuro Ray, but that was intentional. Amuro Ray succeeded and manned up through Original Gundam, while Shinji....had the same skill yet flopped, as the plot demanded. Both are great...but It seems everybody wants to throw in a wrench and copy Shinji's suck and Amuro's awesome at the same time.

And the female equivalent is Hyperactive-Overly Optimistic-Generic Long haired Brunette. Who's not as common and is generally a far more positive Archetype to fall into. Robotic;Notes and Larange are my go-to examples, yet Soul Eater provides a good example as well.

Those are my Long Donkey thoughts on it.

Edit; Add in Future Diary to the brown haired list...golly do I hate that guy.

Every single MC who is related to Adolf Hitler.

Shu from Guilty Crown reminds me of Hitler because Shu is a dictator.

Eren from AoT and Natsu from Fairy Tail. Maybe they are developed but I just don't care!!! They are so one note it's maddening. When Eren turns into a titan I think it's cool for about a second then....nope. And then there's Natsu who's spouts the same things everytime; he's so annoying..even when he starts to get serious I just don't believe it and tend to roll my eyes.
This sounds means...but I still like the shows..for the other characters!

And someone already posted about Sakakibara so I will too. I love Another, everything except Sakakibara-kun. There's nothing I hate more than a MC just do things without plausible character motivation. They have no depth backbone or support as a character so whenever they actually go to do something I don't believe it. And with Sakakibara (god it's tough to type his name lol) I was super confused at how he believes and goes with everything without knowing all the pieces, if I were him I would demand answers right away. I sat yelling at the screen half the time, "just ask her what happened to the class!!!!"
