Discounting the Oreimo OVA annoucement, the first Crunchyroll simulcast annoucement was June 26th.

From my post in the Summer 2013anime thread: http://www.crunchyroll.com/forumtopic-797927/summer-2013-anime?fpid=42758113

Crunchyroll simulcast announcement topics (in the Site News section of the forum unless otherwise noted):

June 18, 2013(Tuesday): More Oreimo, Usagi Drop, and Anohana
June 26, 2013(Wednesday) New Summer Simulcasts: Recorder and Randsell Mi, Teekyu 2 and Senyu Season 2
June 27, 2013(Thursday) New Summer Simulcasts: Dog & Scissors, Servant x Service, and Free!
June 28, 2013(Friday) Crunchyroll to Stream Il Sole Penetra le Illusioni TV Anime (ANN)
July 1, 2013(Monday) New Summer Simulcasts: Gifu Dodo!! Kanetsugu and Keiji, Chronicles of the Going Home Club, and Hakkenden Season 2
July 2, 2013(Tuesday) New Summer Simulcasts: Fantasista Doll, Stella Women’s Academy, High School Division Class C, Rozen Maiden Zurückspulen
July 3, 2013(Wednesday) New Summer Titles: Monogatari, il sole penetra le illusioni ~ Day Break Illusion, and Town Doctor Jumbo!!
July 4, 2013(Thursday) New Summer Simulcasts: KINMOZA! and Fate/kaleid liner PRISMA ILLYA
July 5, 2013(Friday) Summer Titles: Genshiken Season 2 and Kaiji Season 1 & 2
July 7, 2013(Sunday) New Summer Simulcasts: Silver Spoon, The World God Only Knows: Goddesses, WATAMOTE, and MORE!!
July 9, 2013(Tuesday) New Summer Simulcasts: Gatchaman Crowds
August 29, 2013(Thursday) New Summer Titles: Love Lab, Jubei-Chan, Rozen Maiden Seasons 1&2

So yeah, Crunchyroll started the announcements before mid-July and their first simulcast began July 1st IIRC.

Funimation didn't start their simulcasts until July 12th(although they did start annoucing them June 28th).

You posted my favorite DL reviewer, haha. I used her walkthroughs as guides when playing the games myself. xD

The bulk of summer shows for the summer season premiered in Japan between July 2 - July 8. Except for Love Lab, which was a very late pickup, all of CR's summer simulcasts were announced between June 26 - July 9. (Keep in mind CR typically announces shows shortly before they premiere).

I notice you aren't listed as a premium user, which means you are getting shows a week later.

Even mid-July would only be "half way through summer" if you considered summer as the beginning of June through the end of August, rather than the actual time period (June 21 - September 21). Given that mid-July would only be a week after most summer series premiered in Japan, if you have a problem with that timing, you should look to Japan.

FYI, the bulk of fall anime premiere in Japan during the period of October 2 - October 10.

I'm usually impartial to otome but this one is rather hilarious to me so far. The girl is cute and the guys are just plain insane I'm curious enough to check if it drops the ball within the next few episodes or not.

You said this based on the first announcement of the season, because one series started a couple of weeks early?

Note that the second new series announcement included Latin America, and of the two sequels announced, one also included Latin America ... so even this early, you can't say "most" series are left behind in Latin America. It was over half available in Latin America last season, and its exactly half so far.

Yes, at least digitally (physically crossing the border is not necessary ~ google VPN). The trend of Turkey getting some series not available for the whole Middle East started last fall.
