Let me understand this. Are some people on DA taking other people's OCs (original characters), tweaking things like their eye color and hair color, and then giving them a different name and claiming this "new character" as one of their own?

More like people are lifting characters directly from popular sources, recoloring or making some slight alterations to them, and passing it off as their own unique character. It's pretty common on places like Deviant Art and Tumblr where the majority of people posting are talentless hacks without an original thought in their angsty teen mind.

If there going to use some other person's work; why can't they be satisfied by just doing a good rendition that does the original source material justice and be satisfied to just call it fan art, which it is? I don't get the young people these days....

Ah, I see. That doesn't bother me too much. Put it this way, it'd really bother me if people on DA were stealing OCs by taking other people's characters and just recoloring certain aspects of them or making minor alterations to them.

In the case of OC's people are more likely to just lift art directly and pass it off as their own without changing anything.

Easy solution: use DA but don't actively browse it.

I can't stand the serious issue of blatant plagiarism on there either, but it will likely never be fixed because DA have such a huge backlog of reports that they only bother with quick removal if the copyright holder is the one to complain. So I just watch groups that have stuff I like and don't accept recolours/'renders'/etc.

Haven't actually seen this on DA myself.

However I have a separate issue. Every browser I try to use to browse DA beside IE has so much lagg and can barely load an image without filling my browser history with the same page at least 15 times. Really irritating.

There are also lots of bad drawings of characters in a trademark pose that are obviously supposed to be that character in that pose. But I don't understand the point of attempting to copy something badly by hand. If they wanted to copy it, they could just....copy it electronically. Some originality wouldn't hurt. The intention of copying hurts it (to me) more than bad drawing skills.
