It's all subjective. One person, like myself, could that think Madoka Magica is the greatest anime ever while someone else could think it is School Days.

We are entering a new age with gdgd fairies paving the way for Arpeggio of Blue Steel / Ars Nova, a completely CGI anime which is causing many fans to turn their noses up at it but I enjoy it and actually find all CGI to be less jarring than 2D with obvious 3D stuck on it like Golgo 13 from 1983 and Tokyo Ravens right now with the totally obvious 3D demon mecha that look like they jumped right out of a video game...

I've never seen GDGD Fairies, but I've heard it's the predecessor for Straight Title: Robot Anime, which I thought was a great series. Arpeggio of Blue Steel is by no means the worst or most jarring use of CG ever, that's for sure. I actually rather like the animation, actually. people really should go watch that scene from Golgo 13, it was HORRIBLE. also, if you wanna see some very jarring horrible shoehorning of CGI in anime, AKB0048 is another great example.

No. Some of us would like to think we've seen the "best" anime "ever" but we haven't. People that go back and forth saying all the time "this is the greatest anime I've seen", "such a masterpiece", "I've never seen anything so badass before" will eventually never truly stick to that one series he/she enjoys the most. Everyone enjoys different thing/like different things and there is always an anime series that fits to everybodys' liking.

Thats' just what I think.

There's no such thing as the BEST thing ever, because everyone has different taste, and nothing is perfect.

The BAD use of CGI makes many of the older animes better. There are some new animes where the CGI was done very good. But for the most part too many companies get lazy with CGI and it shows!

You're better off doing a study of what makes an anime "impressive" in a general sense or "examples of a genre/sound/original story/etc."
There are thousands of anime, hundreds of styles, multitudes of genres, and such a large number of focuses and techniques that you're likely to have trouble nailing a "top 3 anime of each year", let alone "best of all time."

The funniest thing is, looking at anime from pre-1980s is deathly hard and the sound and imagery has often aged badly enough that you'll hardly get the original experience. I remember there was a huge campaign to get old TV recordings of Dragonball in order to get "quality recordings of year one Dragonball & Dragonball Z" since the original sound had been lost some time ago. Suffice to say, maybe 5 episodes with proper sound quality were uncovered. Considering that this was Dragonball, I can't imagine how different someone's experience of a 60s or 70s anime today would be from those that were watching it 40-50 years ago.

(heck.. I go mad just trying to get ahold of Disney cartoons from the 30s-60s)
