The MOST evil?
To use God, you need to be atheist, and the deal is working with fiction, which the subject has plenty of, but they usually don't define the character well. Most sources are fairly sketchy, but have great personifications. (Some anime, for example)

Then I need to define evil - profoundly immoral and malevolent
I will exclude the possibility of the character having an ounce of goodness in them.

The eighth bright shiner, from the Abhorsen trilogy comes to mind, as his reason for existing was destruction, although he wasn't evil for evil, he just ... destroyed... people, planets, buildings, everything. It may have been evil, but not ....Evil.
I'd exclude most Disney villains on the basis of an ulterior motive (greed usually, power, profit, things of the like)
Jenova - FF7 comes to mind too, but I'm not sure if She/He/It was evil or just destructive.
The character in "A wrinkle in time" I think it was called "It" and it called itself, the saddest sadist, it would torture and torment in the name of uniformity and order.
From the Silmarilion, There was Melkor (Morgoth?), who is the root of all evil. he always seemed like a perversion from his original state, rather then actual evil, although he certainly was the cause of the manifestation of evil. Tolkien was very good at evil.

See the problem is that an evil character must pursue evil for evil's sake alone, and must be successful at that pursuit, in order for me to confer the status of pure evil.

There was a Stephen King book I read once about a merchant that would sell you anything you wanted for a price which was never money if you really wanted it. FFV's villain might fit as well.
Unfortunately without a list of stuff I've read or watched I don't think I can give a perfect answer. I'm sure I know a perfect example, I just can't remember.

Oh easy, The Comedian from Watchmen



Some of the most evil things he's done:

He tries to rape another hero, after brutally beating her.
Courtmartialled for killing 7 Japanese pows on a bet in WW2
Killed a Vietnamese woman who was pregnant with his child.

That's just a few.

Just because God was evil, doesn't mean Lucifer also wasn't. To what extent Lucifer can actually be called Evil can be question. His greatest sin was wanting to sit on God's thrown. With his interactions with men Lucifer is the great Tempter, he tempts man, but can not force man to sin, man must always give into his temptation of his own free will. Even though he is the King of Hell, man ends up in hell because he violates God's laws and is sent there. It can be argued that Lucifer is serving a necessary function when it comes to Hell, because if he didn't then God would probably have to run Hell. It's the question that William Blake asked in the poem "The Tyger." Of course if you believe in Demonic possession, then you could argue that his evil extends beyond simply tempting people into sin, as he can take away a persons free will.

He means The Antagonist from Fables. The guy led a genocidal campaign against every fairy tale character imaginable. Cinderella, Pinocchio, Robin Hood, he destroyed all of their worlds and killed countless people in the process. The worst part was that

The Comedian was one evil bastard. I think Alan Moore was trying to personify Nihilistic philosophies when he created him. The evilest thing about the Comedian to me isn't even his actions, which are pretty heinous, but his mentality and outlook. The comedian is the one guy in Watchman, who knows what is going on, he knows how messed up the world actually is. He isn't an idealist like Owlman or blinded by some insane morality like Rorschach. The Comedian saw how dark and evil the world was and instead of being disturbed by it or trying to fix it, he says to hell with it and revels in it. The Comedian isn't delusional about what he is, he knows he's not a good guy and is having a good laugh about the fact that he is considered one by the general public, that is what makes him so evil, he is aware of what he is. A lot of villains in fiction do not actually consider themselves evil, but rather have some sort of twisted form of logic to justify their actions, the Comedian doesn't.
