I can't fully remember Watchmen, and I don't own it, so I wouldn't be able to look it up, but the comedian is nowhere near the most evil character in fiction. The idea " The world sucks so lets just have fun with it, good or evil" isn't really Evil, it just results in evil when presented with situations that lend themselves to evil. The comedian was violent and aggressive, and normally placed himself in situations that lent themselves to violence, debauchery, and other things. He was more of a human calamity than anything else. He tossed morality into the ground and trampled on it. The difference is that he wasn't actively attempting to do harm to others for the sake of harming others. He might have had self awareness, but he lacked direction.

The evilest character in all of fiction? Hard question to answer, but if I had to say one only I'd go with The Antagonist.

Know any?

He means The Antagonist from Fables. The guy led a genocidal campaign against every fairy tale character imaginable. Cinderella, Pinocchio, Robin Hood, he destroyed all of their worlds and killed countless people in the process. The worst part was that

Me, I'll go with Johann Liebert, Shogo Makishima from Psycho Pass, and Kefka Pallazzo in a three way tie.

Actually I was just trying to be a smart ass. Since all of the "evil" characters in fiction are under the term Antagonist I was trying to imply every "villain" ever created. Or I suppose I could have been suggesting the Ant Agonist from Fallout 3

I've been interested in reading Fables for a while now but I've never gotten around to it.

God of the scriptures.

The most murderous fictional character ever invented.
Condones rape, slavery and the murder of children, by commandment.
Demands the death of witches, leading to uncountable murders (to this very day).
Sadistic to the extreme, said to have the power to prevent evil, but does not.
ex: Was apparently in the room during the stony brook child massacres, let it happen.
Demands love and praise, on pain of infinite torture.

I Agree...

Best I can think of is Takano Miyo(Higurashi no naku koro ni Kai)

I'm still going to go with The Governor from TWD comics (the TV version is a saint compared to him)

For me its between Grifith and Johann. One has a dream that they would sacrifice anything for and the other has no dreams at all.

Jimmy from Ed, Edd and Eddy.

He is a closet psychopath with a serious bad streak.

And let me guess, you think Lucifer was in the right?

I think they're both fictional, but if you accept the premise of the story, God as the creator, and commander of all things great and small, would be directly responsible for all of Lucifer's deeds.

Free will bud, thats a pretty big aspect of the Christian, Islamic, and Jewish scriptures. So God being the evilest character in fiction ( assuming you are an atheist) because bad things happen under "his command" is false.

Lord Loss was a badass evil character. Gotta respect God and Satan too, they seem to appear everywhere.

Cthulhu, because I feel unimaginative right now.

Other than that, basically any religious deity (if you so choose to view those as 'fictional') is pretty terrible.

That's the first step one takes in the progression of thoughts that lead to theodicy (the logical problem of evil).
