If you are a US customer and travel to Japan on business purposes does that mean they are not allowed to watch restricted Japanese content while they are in Japan?

Careful how you answer that. As long as crunchyroll takes appropriate measures to secure the content to a country, rest is out of their hands.

You can only watch shows made available to the country you are currently located in, so in this case, you would only be able to watch RWBY.

But if you're in Japan, why would you need to use CR?

That question is like asking why would you watch HBO when you are in US?

It's really not.

So beeing in japan gives you instant english subtitles for every anime running in freetv?

Also, while crunchyroll will not tell you to use a VPN or publically allow you to use one because that would make their region restrictions questionable by the publishers. I highly doubt they actively go after the ones doing it as it does not really hurt them in any way.

I suppose I assumed that if you're traveling to Japan for business, you have some basic understanding of Japanese.

While they may not be aggressive in seeking out people using VPNs, announcing your intentions to do so might raise a red flag that CR can't ignore.

Not looking for an argument here, just answering your question.

This is addressed in the /tos page:

These Terms of Use limit Crunchyroll's liability and obligations to you, grant us certain rights and allow us to change, suspend or terminate your access to and use of the Site and Services.
...
Obligations for Crunchyroll Users.
The Site and Services may be used and accessed for lawful purposes only. You agree to abide by all applicable local, state, national and foreign laws, treaties and regulations in connection with your use of the Site and Services. In addition, without limitation, you agree that you will not do any of the following while using or accessing the Site or Services:
...
Circumvent, disable or otherwise interfere with security related features of the Site
...
Forge any TCP/IP packet header or any part of the header information in any posting or in any way use the Site or Services to send altered, deceptive or false source-identifying information;

The last sentence is just what VPN does, although the TOS does not explicitly call out only VPN, because there are other means as well.
