On the episodes of One Piece that are up I've noticed that any scenes where the "camera" is moving look really weird, like it's moving way smoother than it would in most shows or in most episodes of One Piece and it looks super wonky. The show looks *so* much better on Crunchyroll than anywhere else, so it's really bugging me whenever these scenes come up.

One Piece is one of the few anime that is actually animated in 29.97fps, and CR's frame rate is correctly specified.

I also have some problems with the panning for One Piece, but I think it's because my PC isn't strong enough to handle the panning on CR's 29.97fps streaming (I have the same issue with other series when my computer is running slowly). I have had a look at direct CR rips and they are fine.

There's a chance that there could be a problem with how CR's player handles the panning for 29.97fps series, but I doubt that's the case.

What llamaben said about the high frame rate is probably right, although it may also be that you're so accustomed to telecine judder that the lack of it looks weird to you. Something similar to both cases happens when people who are used to 24fps film see something filmed at 48fps and think it looks "unnatural" when in fact higher frame rates are more natural than low ones.
