@rsaj Heh Kenji Harima (School Rumble) popped into my head first too. Next would be...

Touma Kamijou (A Certain Magical Index): Seems to be mistaken for one sometimes, although personality-wise not much of one (sure gets into his fair share of fights though, jeez!). It's more his "misfortune" that seems to hamper his grades/attendance.

Tatsumi Oga (Beelzebub): Despite being a world of amusing delinquents, I'll just stick to him for his great facial expressions.

Akihisa Yoshii(?) (Baka and Test - Summon the Beasts): Kinda "grey area" delinquent again but does have the outfit down and the worst grades in his school.

Itsuki "Ikki" Minami (Air Gear): I like Akito more, but "he's" not really a delinquent, not like the brawling gang leader 'Babyface."

Momoka Kibitsu (Sket Dance): Ridiculously cute delinquent, especially with the gentle voice of Marina Inoue.

It doesn't even matter if that adds up to 200%, he's just that cool. I actually based my scale of awesomeness around him being at the top. Daichi Shinagawa from Yankee-kun to Megane-chan. His main "partner in crime," Hana Adachi, is technically an ex-delinquent, so I can't count her or even consider them a combo in this thread.
