This doesn't help the majority of people who ask this question but my personal way of calming the storm that is my brain is to regularly take marijuana. There are numerous pros and cons to taking it, the main one being it's illegality in most parts of the world. I've found that in the immediate while it makes me feel lethargic and slow, a couple hours later I feel a better sense of clarity in my head. My decision-making, while slower, is always more logical and methodical. My thoughts are usually less chaotic and I'm actually able to prioritise properly.

Definitely not an answer for all cases, though. If you have underlying mental health issues, marijuana can agitate these further. I've heard of those who suffer from bad anxiety attacks getting worse when they've taken marijuana, so it really is case by case.

Non-narcotic suggestions that have already been mentioned and are very likely to help are regular excercise, a healthy diet and a regular sleep pattern. You may also find benefit in keeping a thoughts-diary.
