I see a lot of fairly generic anime getting 8 or higher out of 10 reviews here on the forums and wonder what metric people are using?
Using mostly the fall season as examples, I tend to think along these lines:

1. Absolutely no redeeming value whatsoever. (I've never given a 1 before)
2. Terrible anime. A waste of time for just about everyone. (See Abunai Sisters) (The fall season had no 2's for me)
3. Barely watchable. Might please some niche fans. (See Diabolik Lovers)
4. Watchable. May garner a following, but probably not a big one. (See MEGANEBU!)
5. Completely average. The safe rating zone. Most people will find something worthwhile. (See Galilei Donna)
6. Better than average. Recommendable. (See Gingitsune: Messenger Fox of the Gods)
7. Above average. Glad I watched it and want to discuss it. Very recommendable. (See Arpeggio of Blue Steel)
8. Good anime. Has a big following and people are talking about it all the time. (See Non Non Biyori)
9. Wow! Holy crap! What did I just watch! (See Puella Magi Madoka Magica) (The fall season had no 9's for me)
10. Absolutely wonderful. The pinnacle of anime achievement. (I've never given a 10 before)

Sometimes I let my inner fanboy run a little wild, (I actually may have given Arpeggio of Blue Steel an 8 when it's really more of a 7 lol) but mostly if I'm going to bother to rate something, I at least try and give the rating some value.

How far off this scale are you?

Lol the funny thing is my scale only goes from 5-10 it seems like because on MyAnimeList I have never given anything under a 6 before (and even then I think I have only given two 6's). My theory is pretty much that I love anime so much that how could I give something lower than a 5? If I CHOSE to watch it then I must have already liked it somewhat.

I have a hard time rating things below 6 on my MAL. I rate anime by how much i enjoy it, hence i have quite a few 10s and 9s but average areound 6-7. As the OP says he has never rated a 10. Most likely because he saw a flaw in a anime he really enjoyed, but i see past the flaws and pretty much just look at how much i enjoyed the anime at the time.

I dont see a point in 10 if they never will be a perfect anime.

5 is generally mediocre for me while anything above that is watchable and enjoyable at various levels. Anything less than 5 on my list is considered bad/shit and 1 is deemed as absolute garbage. I rarely give 10's anymore though.

I find that ANN's user rating system fits how I feel about an anime perfectly. Although, I might be a little generous on giving out "Masterpiece" ratings. I make all my viewing choices based upon user ratings and never pick animes that don't average above "Good". So, I really watch alot of excellent anime. Unless I intentionally want to watch something really awful just to see how awful it really is.

Masterpiece = 10
Excellent = 9
Very Good = 8
Good = 7
Decent =6
So-So = 5
Not Really Good = 4
Weak = 3
Bad = 2
Awful = 1
Worst Ever = 0

I think it's interesting that the OP's rating system is about how many OTHER people do or might like it. I rate based on my personal feelings and judgements.

Most titles that I watch through and enjoy will get 7 or 8.

If I was able to watch it through, but it just felt "OK," not negative, but not very inspiring, it gets a 6.

If watching it was an experience in unrewarded suffering, then it gets lower. How much lower will depend on how much credit I can give it for a good try, such as good animation, fabulous music, or unique elements or plot points. If I don't see any redeeming elements, then it will get a very low score. (For instance, a generic harem anime with nothing unique to offer, but has admittedly good animation, will probably get a 4 or 5).

A few that really pop out at me will get a 9, and some that I really cherish (and would definitely be amongst my collection to take with me should I ever be stranded on a desert island) get a 10.

My personal rating system is far different from what I think the majority might like/dislike. On my personal scale, an anime like Trigun gets a 10 because I loved it and still do.

My rating scale is really just "How much did I enjoy this anime?" not much of number but more like this:

1. Hate: Not a fan will never re-watch

2. Dislike: Plot and characters were weak, no development. Might re-watch but once or twice if I do.

3. Not bad: Started off great but ended badly (or vice-verse) good laughs or action. Certain episodes will be re-watched not the entire series.

4. Good: Great story and characters. I enjoyed it very much but it just isn't perfect. Will re-watch the series a lot and bring it up in talk about anime.

5. Where the hell have you been all my life? I love you so much!: Amazing plot and characters. Great development and overall an amazing series. Will re-watch the entire series, mention and reference it a lot. So far only about hand full of animes have earned this, pretty much all of them are from that "Legendary Anime" collection (Gurren Lagann, Haruhi, etc.)

I've never given an anime anything less than a 5 yet, I haven't seen that many though (only around 30-40)

I agree with what was said above that my rating really only goes from 5 - 10.
If an anime is very very bad, I'll drop below the 5, but I don't see myself ever giving any series a 1 or 2 because I'd never be able to finish a series I thought was that bad.
Also, every anime has its flaws, so I don't see the point of not using a '10' rating when you know nothing will ever be perfect. I give a 10 to any series that is incredibly good and has flaws that can be overlooked.

10 - Masterpiece/excellent
9 - Great
8 - Very Good
7 - Good/ Above average
6 - Average
<5 - Bad to worse.

About how I rate things on my MAL: If I give a series a 10/10 it's because I
think it earned a place on my personal list of amazing things in this universe.
I might also tag it as a "masterpiece" in its genre. Both of these ratings are
personally subjective but would still be an 8+ in the following rating system.

9) ↗ Like, really especially good.
8) It was Good.I would recommend it.
7) ↘ But it had noticeable flaws.

6) ↗ But it did some neat things.
5) It was Average.Or just fun/shonen.
4) ↘ But kind of on the low side.

3) ↗ But it could've been worse.
2) It was Bad.You should not watch it.
1) ↘ Like, really truly awful bad.

My 10s are unashamedly bias and could be given to anything if it hits the right cords for me. But I still try to keep 10s special; at one point I tried to only give 10s to shows in my top 10, but I think I went over that awhile ago.

So in any case, don't look at my MAL if you want to find good anime on an objective scale.

Look at my MAL if you want to know what anime I personally think of as good.

(I'm going to overhaul all of this when I finally get around to relocating to Hummingbird though.)

Around 6 is my average for anime, simply because I enjoy it so much (or because I haven't yet watched a huge amount of bad anime since I've only been in the game for 5 months) that I can't bring myself to lower my average to 5. (2 examples provided)

1-2: Terrible, this made me cringe just from watching and/or had no development in any areas. (Kanokon, Blazblue)
3-4: I enjoyed some of it, but overall, it skimped a lot and I won't even think of watching it again. (Maken-ki!, Sword Art Online)
5: Below average, somewhat enjoyable, skimped more than I would ever have liked. (Hyperdimension Neptunia, Infinite Stratos S1)
6: Average, I mostly enjoyed watching it, but it is nothing special in any way. Skimped a good amount. (Walkure Romanze, Rosario+Vampire)
7: Above average, I enjoyed watching it. Skimped on some parts. I wouldn't watch it again. (Haganai S2, Outbreak Company)
8: Good. I enjoyed watching all/almost all of it. It's not amazing. It may have skimped. Glad I saw it. (Sankarea, Medaka Box S2)
9: Very good. I enjoyed it thoroughly. It probably didn't skimp, but it wasn't amazing. Might watch again. (Ga-Rei Zero, Nekomonogatari)
10: Wow. I'll watch it again in a heartbeat. Amazing development, a well thought-out plot, a sight for sore eyes. (Steins;Gate, Madoka Magica)

Keep in mind that while other anime I have rated are from a solely objective perspective, others are influenced by a subjective perspective.
