A strong character in the enjoyable sense would be someone you can relate with, laugh and say that's totally me! or I understand/ agree with this person completely.

A strong character in the fighting sense would definitely be someone with perseverance and the will to win in battle.

More than one personality since that is exactly like we all are, we all have different personalities for different situations, and if this one character just acts the same way in all situations, then that character is not strong for example:
Youhei Sunohara is a strong character because he isn't just about getting kicked in the face by Tomoyo Sakagami, hes also bros with Tomoya Okazaki and very supportive every once in a while. So I would say hes a strong character, but if he was just about getting kicked in the face for laughs then he wouldn't be.

A strong character is pretty much anyone who does something. (With "attempts to do..." qualifying as "something.")

I've considered adding caveats to this, but any caveat I try adding can be broken, whereas that rule is solid. No strong character fails to do something, and no character that does something fails to be a strong character (that I've seen). Is a moral compass necessary? No - one without said compass is a strong villain. Must it be a physical feat? No - there are plenty of strong diplomat-type leaders. Must the "something" be a heroic feat? No - strong characters can be found in business settings, romantic comedies, etc. Must the "something" be successful? No - failed attempts define a weak character if the attempts are not genuine (e.g. damsel in distress who rattles prison bars and then immediately gives up), but genuine attempts can still define a strong character (e.g. badass damsel who breaks out and knocks out some guards before getting caught and returned... and proceeds to do it again!).

Some strong characters ultimately only define their own lives (e.g. Elizabeth Bennet of Pride and Prejudice), while some change their country/world (e.g. Shiroe of Log Horizon). The weak characters are the ones who cannot define even parts of their own lives.

What makes a strong character to me is someone unique and has a reason to keep on living. That's what makes them "strong" to me.

showing yourself and others who you really are without giving a damn what might others say and think...
