If you intend to keep your starter instead on running with all Magikarp like I do, then Charmander evolves into a dragon type so it is best.
But if you intend to drop the starter in favor of the superior choices available later in the game than Bulbasaur is best because the first stage is Brock's gym followed by a cave.

Kanto is overrated shite. Typhlosion, while having no Mega yet, has Eruption and fewer weaknesses. Serperior is VERY powerful if used correctly. Most gens have flaws in their starters, mainly due to being overhyped or being poor dual-types. I HATE Hoenn. It is plain out boring as hell and started the trend of Fire-Fighting. The worst 3 starters overall are:

Meganium

Samurott

Emboar

Why?

Meganium is failure on a scale unfathomable. Horrid movepool, horrid stats, you name it, Meganium has it all.

Samurott has the unfortunate issue of being around when Floatzel was either catchable or able to be brought in, and considering the extremely good moves a Floatzel can get, Samurott is outclassed. (Ice Punch, Ice Fang, Aqua Tail, Aqua Jet, Aerial Ace, etc.)

Emboar was introduced as a horrible Fire-Fighting Pokemon in the same gen that Mienshao and Volcarona were, both of which crush it completely. Emboar is USELESS. Plus there is Chandelure in gen 5, too.

I really like the Johto region starters. Cyndaquil and it's evolutions are some of my favorites!
