I dont really want to watch in the traditional japanese with english subtitles. I prefer the dubbed versions. is there a way to permanently have this option on my samsung tv or HTC phone?

I'm new to the site so I'm not sure where to go for this. I've set my video preferences so I hope that helps but I'm not sure. any answers on this would be appreciated. Thanks!

The only way to watch without subtitles is to use a web browser, then right-click the vid and select "no subtitles". And this only works for the vids which have not been acquired with hard-coded subs.

Device encodings, including those for smart tvs have subs hard-coded, so you can't shut them off.

So you would need to hook up your PC to the TV via HDMI or something similar to that....

CR has stated in the past (probably for storage reasons) that they don't plan on storing device encodings without subs, since a separate copy has to be made for each permutation of language (and possibly even each device), and "no language" would add another encoded copy they have to keep on hand.

Oh, and dubs are very limited here... This thread has pretty much the entire list. Most shows are subbed-only here...

Almost everythng on CR is subbed, not dubbed. There are a handful of shows that are dubbed; when there is a dubbed version it will be pretty clear when you go to the show's how to select that instead of the sub (if there is both a sub and a dub).
