Maison Ikkoku - the absolute masterpiece of Rumiko Takehashi.

This IS the best romance manga I have ever read. Others have come close - but this consistently and constantly wins. This is not some sappy, annoying little Shoujo story full of cliches and sudden turn of events; nor a modern series with too much overacting, forced drama and soap-opera desperation.

1) This story is realistic, richly, consistently, outrageously funny, and very touching at times with some of the most beautiful and sweet passages I've ever come across without being the least bit cheesy.

2) Not only does it focus on romance, but it also shows the struggles of college, finding a job and learning how to survive in the real world, believing in and trusting yourself. It beautifully develops the main male lead from a bumbling, struggling to get into college 19 year old who falls in love with his widowed, older manager at first sight - to a successful, more confident, reliable and independent adult man who has grown and overcome his problems.

3) It shows (over the span of 6 or 7 years) how a real relationship develops after severe heartbreak - in this case, the main female's loss of her beloved husband who passes away six months into their marriage. It shows how she must come to terms with the fact that her husband has died, and move on with her life. It shows how difficult it is to move on when you have loved someone so much, and how a person struggles to let go of the past.

4) It shows how people mature both in life and in love; how people learn to trust and accept each other. How people can love each other no matter what, no matter when, no matter who.

5) The setting is a love story that can happen anywhere, and anytime. This is such a simple story; there are no high fantasy battles, no epic quests for love, no battles to the death, There is only loyalty, endurance, pain and laughter, love and promises to people important. This manga is truly a story that shows that all ends lead to new beginnings if only a person can take that chance.

6) It has been over 20 years since this manga was written, and just recently, the main female lead was voted as being number one in a poll beating out all your modern characters. This story is still so remembered and beloved even after so many years have passed and has always been a favorite. If that doesn't say something about this series and these characters - I don't know what else will.

If you want a manga about real people; real adults with real struggles in the real world - this is for you.

Pastel is the greatest romance manga of all time. Nothing says I love you more than the protagonist literally saying at least once in each chapter "I love Yuu" or some derivative of it.

155+ chapters and going strong.

I gotta say the best romance manga I've read would have to be Horimiya.

Some of the best characters and humor I've seen in manga and you can really relate to them too. Plus they have some of the sweetest moments I've read ever.

Some others I could name would be Shitsurakuen and Nozoki Ana.

There are a lot of amazing romance anime, some that really tug at the heartstrings too though I do have to say Toradora is definitely my personal favorite there are some that really do come close to being top of the list in my book like "The Pet girl of Sakurasao" "Ano Natsu De Matteru" and "Love Chunibyo and Other Delusions" but among them Toradora is so beautifullly written with such great character development, it stands with almost no rival.

There are far to many great romance manga to place one as "best", in my opinion. However, Girl Friends is pretty darned high on my list, and at the top of my "yuri romance" list.

I would not include Toradora! or Clannad, because they both originated in another form of media. With Anime, that is expected, but manga adaptations of light novels and visual novels, I usually defer to the original source material.

Other romance manga of note that I am fond of:
Oh My Goddess - my "first love" and probably still my favorite. The manga is really hitting the romance aspect hard in recent chapters! It is fantastic!

Half & Half - My favorite of Seo-sensei's work so far. (Fuuka has a chance at unseating it, since it is new.) At one point, Kimi no Iru Machi would have been at the top of this list, but there was just too much that went wrong with the way the characters think and behave as it dragged on. (And a few too many meaningless side plots and fan service moments.) Oh, and for those of you reading Fuuka, there was a really cute reference to Half & Half in chapter 4!

Mysterious Girlfriend X - A fantastic romance story! Don't be put off by the drool! It is worth the read.

Inari Kon Kon Koi Iroha - Sweet, fun, and extremely well written. The anime is great too.

Lovely Complex - This one is one of the finest romances I have run across. I rate it above Kare Kano for several reasons (some of them due to some of the later content in Kare Kano. I could have done without some of the events and story lines near the end. LovCom doesn't have anything that seems... icky, shall we say?

Karin - Also known as Chibi Vampire, I picked this one up to read it recently and was blown away by how good it is. A sweet love story wrapped in a bizarre vampire setting. Great stuff.

Emma - A fantastic romance! One of the very best and the art is AMAZING! (Nobody draws the naked female form quite like Mori-sensei!

Nozoki Ana - A twisted and wrong romance that, in the end, is actually sweet and healing. Heavily ecchi and rather dark in spots, but very romantic in a sick and twisted way.
Image in spoiler block... (not nude, but not entirely SFW)

Horimiya - mentioned above. The original web comic is pretty funny, but the adaptation currently in serialization is much prettier and concentrates more on the romance aspect.

Ao Haru Ride - Almost as frustrating as Kimi no Iru Machi in terms of the poor communication skills of the protagonists, but in a fairly realistic way.

Itoshi no Karin - A recent manga with only a few chapters out, but it may be the sweetest thing since refined sugar! Karin, the eponymous female lead, is too cute for words. Even only eight chapters in there are already two or three serious hnnnnng moments that are so sweet that they make me melt.

There are so many more... too many to count really!
