If it's the same reason as VIZ not licensing the rest of the series, and changing the names of the characters, then the main issue is that there are many characters named after popular bands/singers/musicians. It's difficult for them to get the approval from every single one of those to use their names.

I really hope this names issue is not going to be a problem for CR getting part III.

If I remember correctly, they stated that Jojo's already had a license-holder.

I think this was hinted at when Namco Bandai was talking about the name changes for All Star Battle:

That said, there are a couple of interesting aspects to the game’s localization. For one thing, Namco Bandai are working with JoJo publisher Shueisha to make sure that the localized names for the characters fit with Hirohiko Araki’s intentions “while not offending any party”. Additionally, the localized names will be matched to the U.S. and European versions of the recent anime to ensure consistency.

I just want to find it uncensored.
All I want is to see man crawl out of the neck of a decapitated horse UNCENSORED. Is that so much to ask?!

Ehmn, actually the main issue is the naming of the characters. Because just about every character in JoJo is named after a band or a musician there's trouble with getting the franchise licensed in the US. Japan has different laws regarding this kind of thing but in the US it gets kind of messy.
