Kimi Ni todoke for sure, I think I'm the only person in the world who thinks Toradora is a bad romance.

If you want something obscure, go for 'Kamisama Kazoku', it's kind of a dark-horse choice.

Most of these have been mentioned already, so consider my recommendation further support for them:

The Pet Girl of Sakurasou (My personal favorite of the genre)
Clannad + After Story
Toradora
Ano Natsu de Matteru
Kimi ni Todoke
Kokoro Connect
Oreimo (If you don't mind the content)
Genshiken (The first one; the romance doesn't really take main stage until the second half though)

Currently airing:

Golden Time
Engaged to the Unidentified
Nisekoi
Sakura Trick (If you're into yuri)

I want to say Nagi no Asukara, but I stopped watching it so that I can marathon it when it's done, and I'm not sure how prevalent the romantic element actually is, as I've only seen about half a dozen episodes.

Also, if you think they're up your alley, I highly encourage you to try some visual novels. Many of them focus primarily on romance, and I've found that VNs are generally able to 'hit me in the feels' more strongly than anime. Just be sure to check whether or not they're 18+ going into them, if that's not your cup of tea. Anything by Key is great, though Little Busters! is my personal favorite, and if you can get past the gimmick, definitely try Katawa Shoujo: it's free, and produced in English, meaning nothing gets lost in translation. I consider both of these to be masterpieces.

Toradora! is the absolute best romance I have seen in anime, hands down.

WE HAVE A PROPER RECOMMENDATION THREAD(of which Iblessall has already provided a link for)

I'll suggest Rec and Arakawa Under the Bridge. Both Studio Shaft productions and wonderful shows regardless. Rec is especially romantic while Arakawa is more gag-romance-funny than anything else.
