=D I think Jiraiya because he was suppose to be the Hokage, but he refused so now Tsunade's Hokage.. so it must mean he's stronger if they asked Jiraiya first =D

well Tsunade technicly is stronger. but i think orochimaru has more chakra. and so many forbiden jutsu.....one on one fight no interferiance....Tsunade is probably still the better ninja. all she has to do is get one good shot and sever his spinal cord or any misc parts like tendens or the heart or something and he is all done. and Jiriya probably wouldnt even fight back...lol

They all have their own traits.....
Orochimaru: Jutsu/chakra
Tsunade: Super human strength/ Healing Techniques
Jiraiya: uhhh....? Wisdom/ concentration? Dunno about Jiraiya.... :P

I would have to say Orochimaru though...Because..If he weren't the strongest he would make a lousy villain...And they would have killed him already....
Plus he has all his forbidden jutsu and the ability to regenerate... :P

orochimaru because he could take on the hokage and had a chance at winning, that and he'll do anything to win and has alot of justu that can easily out do both Tsunade and Jiraiya. it takes the both of them to take him on with his arms disabled.

i thought about that too. and actually he only really took on Jiraiya....now that i think about it untill she released her seal kabuto was doing a number on her..can i change my vote to orochimaru? lol
