Hmmm Sherlock Holmes? James Bond? How about Bugs Bunny? For shits and giggles lets also throw in Captain Jack Sparrow or any of the Doctors from Doctor Who.

As for Anime Light Yagami or LeLouch I suppose is what I can think of off the top of my head, I know there are more and in my opinion better ones, especially on the manipulative side (say any guy who is completely whipped by a girl? That's pretty damn manipulative right there).

Manga... Again Light... from what I have read at least...

Aleister Crowley from To aru Majutsu no Index. He is the most manipulative character in existence.

Bartimaeus from the Bartimaeus Trilogy. That guy could manipulate anyone into doing anything.

As for someone charismatic, that depends on your definition:

If you mean the sort of Charisma that comes with persistence then Kamijou Touma. Otherwise, I haven't found a single fictional character that I've thought to be very charismatic.

Lelouch already knew how to manipulate people, he just had no way of assuring he wouldnt be caught or killed until he obtained geass. He was already a genius and manipulative before he had geass. Light Yagami was good, but he needed a name,, Lelouch could just look at him and kill him or make him do whatever he pleased.

PS, Lelouch also had boundless amounts of charisma. where Light did not.

Honestly this looks like the best opinion here on this thread, i haven't seen Monster but i have no doubt i'm in for an intelligent watch.

Kouzuki Yuuko from the Muv-Luv visual novel trilogy series.
The only character i know to pull off a Xanatos Gambit better then the original.

Has all the political figures under her fingers.
.
Has an inside man from the cia that reports to her and the shogun.
Has an esper child that follows her and obeys her.
Has other varying methods to make you bend to her will including weapons that would frighten any country.

In my opinion, Orihara Izaya from Durarara!!!

A lot of other manipulative bastards in fiction have some kind of supernatural assistance, be it a power or irresistible charisma. Izaya grates on the nerves of everyone he comes across and savvy people know he is trying to manipulate them for his own gain; despite trying not to, they still end up playing right into his hands. He exploits peoples' personal failings to manipulate them instead of using coercion or some overpowered magical / technological ability.

Add in his crazy fighting skills (enough to dodge chucked refrigerators and fight on par with a girl using a sentient, cursed katana), and you've got a downright despicable guy you can't help but like.
