It says that you can't link to or name sites that share anime illegally. Does this also include explicitly naming fansub / scanlation groups?
Not that I'm planning on doing so mind you, I moderate a group and I just wanted to make sure what the rules were

My understanding is that you can mention officially licensed sites like Hulu, Funimation, The Anime Network, Crackle, etc., and even sites that do not provide any actual content, such as AnimeNewsNetwork, MyAnimelist, Hummingbird, and Anime Planet (who is actually a partner now).

But you aren't supposed to name any site or group who "unofficially" deals with any unlicensed material, anime, manga, even music, even if all they do is provide links to it. It would be silly to not acknowledge that those groups exist generally, but you should avoid explicitly naming any of them, and especially not provide any direct links to them. Seeing words like "fansub" or "scanlation" should throw up a red flag in your thoughts right away as not being within the guidelines.

Where I see a gray area, it is YouTube, and other sites such as that, because there is some legit stuff there... I would suppose that technically only "official" channels should actually be mentioned, not any of the "regular" user submissions, unless they are completely original...

Of course, this is just my own interpretation...

It's a good question! Lots of people aren't sure, or don't even realize the error because they're so common out there.

Basically, fansub/scanilation sites are illegal (in most cases). One quick way to tell is if it doesn't have a terms of use page, it's likely an illegal host. Another is that if it seems to have every series out there, it's likely illegal. Those are more like guidelines, and if you're ever unsure, feel free to ask! After all, there are a few sites that look like illegal host names, or were in the past, but turned around and went legit later in life... like this one

Like asharka says, YouTube links are a pretty gray area, but don't worry too much. Mostly the problem with YouTube links on the main forums is people linking to them to earn money, not the content (since YouTube controls that). But again, if you're ever not sure on a specific link, ask away!
