Either way, I haven't seen many but I'd say My Little Monster, Golden Time and Say "I Love You" all hover at around 8/10 for me. Clannad (only seen the first season) does too but I like it for other reasons than the romance. Same goes for Sakura no Pet na Kanojo and others, though that one was one of my favourites.

Kaichou wa Maid-Sama, My Little Monster, Say "I Love You", Toradora, Clannad, Ouran High School Host Club, and Kimi ni Todoke are ones I can remember off the top of my head.

Alright, I apologize. I overreacted. At the time, I was upset that everyone seemed to be hammering Golden Time and just kind of lost it there.

Anyways, you should really see Clannad After Story. The first season of Clannad was good, but the After Story brings everything together and is amazing.

It's cool, happens to everyone. But then I suppose I see much more ecstatic praise of GT than I do disgusted criticism so it surprised me.

Otherwise I'm glad to hear that about Clannad, and will have to watch it soon then. It was the same with Little Busters! - 26 qualitatively mild episodes followed by 14 that ended up delivering in a very rewarding way.

Clannad is one of the best, as well as the current Nagi no Asukara.

The best I think is Love, Chuunibyou, and Other Delusions. The reason is simple: unique character perspective.

Out of the anime I've seen whose subject matter is purely romance, my top three would read

1. Toradora!
2. Love, Chuunibyou, and Other Delusions
3. OreImo

But keep in mind that this is leaving out other anime with strong romantic elements that I liked even better. For example, I'd rank the romantic aspect of Kokoro Connect higher than OreImo, but Kokoro Connect is also heavily concerned with non-romantic drama, so I don't think it quite meets the prerequisites the OP has set.
