These are some of my favorites:

Isaac and Miria from Baccano!
American

Lelouch vi Britannia from Code Geass
Britannian

Seras Victoria from Hellsing Ultimate
British

Re-l Mayer from Ergo Proxy
Romdeau-ian? I truly do not know where Romdeau is. With "Romdeau," the "eau" makes it seem French, so it's possible that the dome is in what used to be France...

If you accept characters without a real nationality, then...

Holo from Spice and Wolf
Given that she's a Harvest God, she can't really have a nationality. However because the series takes place in a European-style medieval fantasy world, some might consider her to be from there...

Charlotte is from France? Isn't she the daughter of a British aristocratic?

I believe that you're speaking of Cecilia

What anime?

^ Messaged separately.

And I've got one, Batou from Ghost in the Shell.

As I recall, Batou is Japanese.

As for my choice... hmm, don't really know.

How about Birdy Cephon?

He represents the United States of America (the country) in Hetalia.

I can't find anything saying either way but he's an ex-Army Ranger and looks straight-up Caucasian American to me.

Chris Yu Takigawa, or something like that, from the Ace of Diamond. I think his dad's American.

He was part of the Japanese Ground Self Defense Force. Plus, if I remember, his body is full prosthetic too, so that may not be what he actually looks like as he doesn't have his original flesh and blood body anymore.

I could've sworn he was a US Army Ranger serving in South America (GitS:SAC, episode 10), then he's later later part of the JGSDF in Saito's flashback (GitS: SAC 2nd GiG, episode 14) alongside Motoko Kusanagi and several others.

There are also references to this in GitS:SAC episode 16 when he infiltrates a US military base.

I could be wrong but I'm 100% positive he's Caucasian. I'll get the DVDs out later and see if I can verify.

Edit: Alright, I see where you're coming from and in context you're probably right. I'm going off Batou's use of the English word "Rangers" (but it's possible that's a loan-word in Japanese) and this screencap from GitS:SAC episode 10.

They all look like stereotypical US Military to me. I haven't checked the other episodes yet.

So basically you can choose anyone from a series like One Piece or Hunter x Hunter since the whole world is fictional.

I'm going to stick with a series that has real countries. I'll go with Akai Shuichi from Detective Conan. He is an American with Japanese descent. A badass FBI agent, and he is the original Silver Bullet.

Kate from Canada (Sketchbook ~ Full Colors ~)

Alice Cartelet from England (Kiniro Mosaic)

Choi Mochimazzi from.... i'm not sure... (Tamako Market)
Edit - actually, since I don't know where she's from, she might technically be Asian (though certainly not Japanese). So for a less ambiguous third, i'll throw in

Kirara Bernstein from Canada [assumed] (GJ Club)
