The movie would be a prequel to the events that happen in Akira and would be set in America.

Scientists have discovered that all humans possess the ability to gain telekinetic powers, although less than 0.1% are able to full develop. DARPA led by General Thomas McAllen begins to abduct children (as adults aren't able to develop fully without death) to develop their powers so they can be studied in hope that the powers can be reproduced with ease. The disappearance of the children and the escape of one patient who dies not too long after escaping reveal what the government is up to. The U.S. government denies the existence of a telekinesis program and in response to the rumors an activists group is created to protest for the release of the abducted back into society.

The movie begins in the year 2031, Isaac Foster is a protester who remembers seeing his twin being taken by the government 8 years prior. When a protest near a military base turns violent Isaac and a reporter named Lisa Hughes stow away in a military truck headed for the base. Once inside Isaac and Lisa begin to investigate the facility. While searching the facility Isaac begins to have migraines and visions of his twin that get worse the close he as he progresses. When Isaac and Lisa finally reach the sealed chamber in which Isaac's twin rests they opens it and Isaac tries to communicate with his twin. Suddenly Isaac's twin unleashes telekinetic power, knocking Isaac and Lisa unconscious. Isaac's twin then proceeds to move through the facility killing everyone it comes across. As Isaac's twin escapes the facility and begins to head toward the city Isaac awakes and goes after his twin along with Lisa.

The military fails to capture and prevent the twin from reaching the city and notice that the twin is heading towards a power plant to gain energy and wreck even more havoc, this prompts the military prepares for a final defense at the power plant. As Isaac arrives and figures out about their plan he pleads with General McAllen to allow him to speak with his twin so he can end the destruction, he is denied. As the twin nears the power plant the General's plan is put into action and seems to be having an effect at first until it is learned that the twin had been drawing power from the plant during the assault. As the General's plan fails and the twin begins to go super nova engulfing everything in its path. Inside the super nova white flash Isaac begins to speak to his twin convincing his twin to stop. After the super nova has stopped, the power plant and surrounding area is destroyed. everyone is safe and sound, but Isaac's twin is no where to be seen.

In the aftermath of the event known as the Doppelganger Incident the government's telekinesis program is exposed and shutdown, Isaac heads a program along with General McAllen to rehabilitate the telekinetic subjects, and in Tokyo, Japan an event similar to the Doppelganger Incident happens destroying most of the city of Tokyo, it is called the AKIRA incident. (This sets up the next movie to be called AKIRA and set in Neo-Tokyo).

The point of the movie I describe above would be to introduce the idea of Akira to the western audience without completely angering fans of the original Akira completely. If this movie does well enough a Akira movie could be given its proper budget so it can be made as true to form as possible, if it flops then it won't directly hurt future chances of an Akira live action movie and can be learned from. The movie should be shot in a similar style as Looper directed by Rian Johnson. In fact, while watching Looper I got the idea for this prequel story to Akira.

im not so sure...Looper was pretty terrible. i would put someone like Ridely Scott or Neil Blomkamp in control of a film like that before the guy that made Looper.
