Usually, in anime they just say "Hai, hai." in a bland way to show disinterest.

"hai hai" or "hai hai betsunii" colloquially it's pretty close to whatever.

That adds a bit of extra sharpness to it, that gives an even *stronger* indication of "answer me, boy!" to it.
Literally, she's saying, "You only need ONE hai, don't you?!" (With the understanding that TWO hai's is rude. In Japanese, a response of "はい!” to a command is almost like, "yes sir!", as opposed to "わかった", for example, which is more like, "I gottit." (not necessarily rude, but not polite either).

If she were to drop the whole thing and just say, "「はい」はひとつ!", that would work too, but it sounds more like a command, "Just ONE hai!", without a "right?" or "OK?!" to it. She could be even SCARIER if she were to look away, and then in a calm voice say, "「はい」は一つですよね~", and then turn suddenly and look him in the eye. Sometimes the cold, calm comment is scarier than the raised voice one.
