something like this. any help would be much appreciated! the rest of the cosplay is pretty simple. i just need help figuring out how to make the head :(

That one has lots of options! It looks like the person you pictured did the outside in fabric, so I'm guessing you'll do the same. The shape is pretty simple, you could hand stitch some black fabric into the right capsule shape, then hot glue the eyes on top later for a simple approach. There are lots of fabrics to choose from here, so if you can get to a craft store, just hold them up to your eyes and make sure you can see through them, but lay them against an arm to make sure they still look solid.

For the supporting frame, you could go with thin sheet plastic heated and bent into the curves you need. Or you could take coat hanger type wire and bend it into the shape. Or support it with a tube of plastic mesh like http://www.consumercrafts.com/store/details/catalog/basics-plastic-canvas/33409 for most of the length, then make a stuffed 'pillow' on top for the curve at the end. Once you have that support shape, you can just pull the outer cloth covering on top, maybe glue or stitch it into place at the bottom to keep things together.

To hold everything in place on your head, you could glue it to a thin hat/helmet with a chin strap that you'd wear on the inside, or just rely on the weight to hold it in place, really.

Hopefully at least some of that makes sense.. it mostly depends on what your tools and materials are, but there are a lot of ways to put something like that together, so I'm sure we can find one that fits your needs!
