Yes, simply for the fact that without knives, it's physically impossible to sharpen charcoal pencils. Personally, I'd burn them, but at this point, burning a pencil would just wrap the tip in a charcoal vine. The ultimate amalgamation of broken tips and lost line work would be born on that day.

I make plastic models. Do you have any idea how hard it is to properly remove a tiny piece from the sprue without bending or breaking it, then removing the excess plastic from the part without a hobby knife? If you want to make an accurate model, you absolutely need a knife, and a sharp one at that. Especially when you're painting the model. You need the knife to cut away pieces of painter's tape so you only paint certain areas (e.g. some parts of a cockpit and the canopy). People should be allowed to have knives for appropriate reasons. They're one of the most versatile tools out there.

Yes, how would they cook?

Just kidding but, in all seriousness, I think limitations on how long your knife should be should be in place.

Psh in the place I live a knife is necessary or you're going to get robbed really quick, so I need my knife.

Yes, they should unless they're making threats to themselves or others. Unlike a gun a knife is more often a tool than a weapon. Removing them would make kitchen work a pain. A slippery slope, next would be no boxcutters, nails, needles, hammers, or scissors.
