Hazarding a guess I will say NO!!

They (werewolves) are probably in London, sipping tae and waiting for the full moon to rise..
Neither will a female give birth..

I think they get their jolly times shape shifting and causing havoc amonst the villagers unable to cast hand on silver bullets..

I think your idea hinges on the viewpoint of a human outright becoming the animal, instead of the idea of them being a hybrid fusion of the two types of species. From a wolves point of view they might think that a werewolf wouldn't go into heat just because the wolf would become more apelike. A kind of perception bias. I think it might be better to look at things halfway. Maybe the creature would be more prone to being "in the mood" in a cyclical pattern, but not completely instinctually compelled by the cycle, with a desire that doesn't ebb completely off and on according to biology.

I think this is not true. As we all know, werewolves can only be killed by silver, so they are immortal, not undead. This leads me to believe that their ovaries are infinitely replenished by fresh "eggs" after a certain amount of time. Hence, no matter what age they actually are, they can still give birth depending if they are indeed compatible with both wolf and human males, or just male werewolves. Now, since wolves do go into heat, and humans are in heat all year round, the answer is obviously that they do go into heat, but only on certain times of the year when the full moon is out. When in human form of course, they are normal humans.

Hmm i'm gonna say yeah, probably they do go into heat.

Also matters which fiction of Were-creatures you are using. Some fictions state that they are human except on the day of the full moon, then they take their animal/half-animal forms. Some fictions let them choose when they can change but the day of the full moon they are forced into their animal/half-animal forms but their powers are enhanced.

Ehhhhhhhh, I'm not sure. There could be valid arguments for either side. I guess it really boils down to what lore you're using and what aspects of their animalistic form pertain to their human form.

If werecreatures can go into heat, it should only be the females. Males of any species don't go into heat. Why? Males can "go at anytime," while females do so when they are fertile, which is usually during specific time(s) of the year called breeding season(s). Humans don't have breeding seasons, and our species engages in intercourse for purposes other than reproduction; however, that isn't the case for most anything else. Hierarchy may also play a role. For example, it's rare for non-alpha wolf pairs to mate and bear litters. Whether or not the hierarchy and breeding habits of werecreatures' animal counterparts have any hold is questionable, though.
