And the pension should cover the expenses of a small dog.

There are many benefits to having the feeling of being needed and having a project to look after.
One that comes to mind is of course the fact that dogs are omnivores and can clean up after the owner dies.

Guess it depends on the person and their lifestyle.

First off, the person has to like looking after animals, otherwise it would just burden them with stress.
Second thing is what if the old person has some condition that doesn't allow him to own animals?
Third of all, I don't know how to feel towards your last line.

I didn't think about allergies or other conditions so yours was a good interpretation of the question.

Perhaps any omnivore or carrion feeder would make a good pet.
I say omnivore because herbivores won't do the job and carnivores are shit machines on a high protein diet.

I'd say that your heart's in the right place, but your solution doesn't take into account people with pet allergies. Also, it's not actually guaranteed that these prospective pet owners would be willing to or enthusiastic about providing a loving home. That means these animals will experience an increased risk of neglect and/or abuse. What I'd recommend is investment in community centers aimed at providing courses and activities for all people (to include retired persons) to enjoy. Chess tournaments, intramural sports, crafting courses, film screenings, workshops on how to properly check for spiders, the possibilities are endless.
