Depends on what i'm watching, but for space's sake, i'll divide it into "shows without a plot" and "shows with a plot"

Shows without a plot
-A lovable cast OR a relatable cast (only one is necessary)
-A sense of continuity (don't just haphazardly skip between settings / seasons / etc)
-Nice background music
-Tasteful fanservice (if any)
-Good comedy OR a heartfelt lesson / moral OR enjoyable character interactions (only one is necessary)

Shows with a plot
-A definitive ending OR a promise of a future season (only one is necessary)
-An interesting setting
-Unique characters
-Antagonists with believable motives
-Protagonists with realistic ideals
-World continuity (similar to what I mentioned for shows without a plot)
-World scale. In other words, the world should not feel like it exists solely for the sake of the characters / plot
-No fanservice
-A moral OR themes that convey a moral OR themes that provoke introspection
-A good soundtrack
-Decent visuals (especially for fight scenes if applicable)
-Romance that does not seem forced (if applicable)

I'm quite a bit harder on shows with a plot. If you're going to go for something other than mindless fun, then you better do it well as far as i'm concerned.

Amazing plot

Fast paced

Excellent Art

Distinct, entertaining/interesting characters

Good yet not so cliche humor

Excellent, notable character development

Good, balanced timing/mix of comedy and action/drama

Excellent OST

Overall, entertaining.
