depends on the quality of the filler. Gintama is basically almost completely filler and its one of the best anime's in the history of history (in my opinion at-least) One piece also has a few good filler arcs, that help develop some of the characters.

I think fillers that are done in such a way, it expands upon the universe and the characters within the universe, can help improve the overall feel of the show. But fillers (such as bleach fillers) that add nothing to the story, and simply have characters doing completely out of character things... make for a pretty non enjoyable watching experience.

one piece fillers are great but they have no relevance to the story line whatsoever

they expand upon the universe itself. Its an anime about adventure. and in a few of the fillers, they are often exploring new islands. which develops the Grand line beyond the main story line.

One piece, naruto and Bleach fillers are the worst. The only anime which have good filler episodes is Gintama since the whole story is pretty much a parody.

Two schools of thought:

1) If filler is defined as anything non-canon, then it, by definition, cannot be necessary for the story. Nothing can be done in filler that could have a significant impact on the story, or it would, by definition, change the story. Thus, there is a sense in which filler must not be introduce any new elements to the larger story. Therefore, filler must necessarily fragment a continuous story while necessarily adding no significant content to that story.

2) However, filler can tell a completely new and unrelated story which may be interesting in itself, it can retell old parts of the story to refresh the audience's memories and get them ready for what's to come, and it can serve as the author's chance to expand upon interesting parts of the world that don't really need to be included in the original source material.

All in all, I'd say there's definitely good filler, and if ever given the choice between eliminating all filler and keeping all filler, I'd keep it.

Why yes, yes it fan.

I believe Dokoida is a decent show in which the filler does do great.

Filler is also the primary vehicle of Triguns early episodes. Vash faces off against various Bounty Hunters which never appeared or were less prominent in the Manga. The shows Diclrector believed that providing a few episodes of Vash being Vash BEFORE he jumped us into the action would improve the overall experience.
Vash doesn't even use his gun until Episode 7 or so, so when he finally does use it your all the more impressed by his ability WHILE truely appreciating the threats he faces.

Filler doesn't mean "bad" it means "extra"

When you have shit characters and a plot focused around an objective narrative, its hard to justify filler. While good filler revolves around exploring good characters in meaningful ways.

It can be, if done right.

I wouldn't mind a history of kite or komugi if HxH has to go down the filler route.

List of Gintama filler:

25 episodes out of 265 episodes

I think you're confusing filler with "episodes not tied into the main storyline" Filler is usually stuff that is not in the manga that anime uses so it doesnt completely catch up to the manga. In the case of Gintama, you know all those crazy one-shot episodes that are hilarious? They're in the manga too. Gintama dont care bout your need for a continued plot Gintama do what it wants!
Just a tip from Ginpachi-sensei:

For reference.
Naruto SHIPPUDEN

131 out of 371 episodes. Now THATS filler.

Pretty much everything else you said is spot on though
Gintama is one of the most epic animes in the history of anime and, while there is some good filler out there, filler that is just there to fill things without adding anything to the characters kinda sucks.

That said, there ARE some good filler arcs in both Naruto and Bleach but making the anime better as a whole? I dont really think so.

EDIT: I just remembered that Gintama itself did an explanation on what fillers are

Depends on the filler, but the fillers I've seen have usually made the anime better for me.

sometimes, if the fillers are really good. but generally fillers tend to be fanservice episodes and/or completely unnecessary. and example of a show that had good fillers was avatar the last airbender (technically not an anime, i know)-they were few and far between and also so good I didn't realize they were fillers half the time
