Anime often exaggerates the eyes, so any animation related to them should be very economical. There's not much superfluous movement on screen so when something moves our attention is drawn to it, if blinking were regularly animated then times when a character squints or closes their eyes for emphatic reasons wouldn't be as effective.

This also allows animators to use blinking itself for emphasis in certain scenes.

Edit: That's my theory, anyway.

A lot of anime characters blink. And if not, they are just works of art; they don't produce eye ball juice. Psh.

Is what it basically boils down to, back in the day with cell animation they tried to save on budget in as many places as possible with minimal impact on the production.
One of the easier things to save time and money on aside from repeating scenes is facial movements other than facial expressions.
Nowadays with CGI it's less work, but cheaper productions still do it.

I imagine like this. The Green Lantern Corps is in the middle of frontier space for what on Earth would be weeks even months, and if Hal Jordan, Kyle Raynor, or John Stewart, the only humans, have to piss they can't just hold it like these aliens they're with. So what do they do? Hold it in til they get to the next planet? Make a construct of a water bottle to use? Or do they just piss themselves?

They actually blink sometimes, just not regularly. I think it's just because it would be a pain to animate blinking anime characters while you have them fighting someone or something. That's just my opinion.
