Next time he passes out after driving home in that state, go and put a massive dent on his car- maybe a few fake bloodstains on the hood too- and see if the shock straightens him out.

Talk to him and say that his DUI issue is hazardous to him and others. Then continue to say that if he is arrested that you will not bail him out, you will not answer the phone when he calls and he can rot in prison for all you care. If he has to go to court and end up paying a lot of money don't give him any, say he has to come up with the money himself because he put himself in that situation and he has to dig himself out.
I would also find away to kick him out if I was you(given that you have the ability to do that) because he is doing nothing, but being a nuisance to you.

Also DO NOT touch his car because he could easily just get you in trouble for doing that. Trust me when I say people today will try to get you into trouble for the dumbest of reasons(even if they are to blame). I speak from experience not because of a car, but because.......well it's a long story that I don't know if I should get into . Let's just say the situation never went anywhere( I didn't go to court, I wasn't arrested and I didn't have to pay any money to the guy. ).

Yeah just alert the police to a potential drunk driver and give a brief description of his car. Better it happens now while no one has been hurt and this douche still has family members that care enough about him to bail him out and deal with him being transportation-less. I drove smashed ONCE....and, well.....the shit in my pants that night was thick and did not rub off easily. :(

Don't touch his car. You can get into trouble doing something as small as deflating a tire. Suppose it all depends on if you get caught or not. :o

Or...idk? Buy a fish and stick it behind his A/C vent or under the carpet. Or maybe turn the A/C on high while the car is off and apply generous amounts of cayenne powder in/around the A/C and see if the douche will try driving drunk with a face full of ground pepper or if he'll stop to weep and rub his eyes like a bitch 'till he knocks out.

i had a couple of bosses you would drink and drive. not really an issue for me, they were slow and smart about it (if there is suck a thing).
i guess its more the person, than the action.
a few beers, drive home same.
sober and drifting through red lights.

id rathe be a passenger with the few beers guy....

You may not have made the choice consciously to drive but you made the choice to drink. There's no excuses whatsoever for that. He should not be driving drunk. He could kill someone or himself. Sounds like nothing but a couple of huge life lessons can stop him.

Really not much you can do other than call the police. If you are close friends you could take the keys away from him, but I would only do that for close friends and family because doing that could lead to some sort of altercation. And I'm not gonna fight for the life of some dude I don't care too much for. Other than that, idk what else you could do. He's a grown adult, and has the freedom to do these dumb things.

He can kill him self and others. Imagine this hes driving and crashes into a soccer moms van killing tons of kids that shes driving home. you need to stop him some how

Without preaching probably the easiest and most financially responsible solution is to call a taxi service.
Unless they happen to be okay with tossing $5000 into a trash can.

With preaching he shouldn't be driving drunk because he could kill others and himself for no reason other than stupidity he should know better about.

yeah, that would just be (so not) funny. pull a tire when he's drunk so he dont drive. he calls cops, u go to jail. i can so see that happening.
