It depends. If you look up the definition of anime, it is not necessarily restricted to one definition. The term could just go from meaning anything animated in japan, to the specific characteristics that we identify in anime today (Big Eyes, colorful style, vibrant characters, eccentric themes, etc.) I would say that all these characteristics define something as anime, but then we get things like Trigun, Baccano, Aku no Hana Heck, even Panty and Stocking and RWBY, that were all made with at least A LITTLE thought towards the western audience ad break the molds of these standards, whether it be based on art style, story, or themes. In the end, Its really hard to make a solid judgement call, since there is just SO MUCH, and all of it is so vast and different from each other
Personally, I tend to evaluate whether or not a show is an anime, by a number of things, I go through he checklist like everyone else, but the main thing I judge it by is its themes. To me, what really make anime different is the fact that you can tell a mature, more thought provoking story through this medium of art. You can even see this inspiration in some modern day cartoons, such as Samurai Jack, Adventure Time, Steven Universe, that can tell much more mature stories even in the form of a cartoon. In a way, I feel that cartoons and anime sort of gain inspiration from each other, and borrow ideas, which is why people might consider them to be cartoons.
In the end though, I consider them to be another form of animation, that is definitely a different from cartoons, but constantly borrowing ideas and inspiration from them.

NO. What's the point of naming "Anime" as Anime if they are just to be dumped
with the "cartoon" category?
So, NO like... FOR REAL "NO"

I think they're cartoons, but not in the sense that usually comes to mind. If you wanna call it cartoons, fine, whatever, I usually call it anime though. If I'm explaining it to people who don't get it, then I'll call it cartoons.

Technically, is it. Still, it's two completely different things.

To people who stills says it isn't a cartoon, it's like saying a documentary isn't with real people (Yes, I know. I can be without real people, but that's unlikely), just because it has nothing to do with the movie genre.

anime is not a cartoon.

after watching cartoons for so many years then my buddy showed me an anime. i was amazed. watching anime now for about 15 years i notice a sense of passion in anime that isnt in most usa cartoons. let alone the fight sequences! watching ninja turtles in 90s and xmen in 90s there really wasnt any great fight scenes compared to dragonball z

I can fully agree that both cartoons and anime fall under the umbrella term "animation" but I think the approach, reasons and origins of cartoons and anime are quite different and it's the deeper meanings and the back stories that set the two apart.... I can go on for hours.... My opinion though....

I think anime is a genre of Cartoon.
If you look up the word Cartoon it doesn't restrict itself to a region in which it was made, a target audience, a drawing style, or anything like that. You might see a definition that says "usually targeted to kids" but Simpsons, Family Guy, and a lot of other shows in which most people would consider Cartoons aren't targeted to kids. Also there are a lot of animes that are targeted at kids like Pokemon and Digemon.

I say if I don't see an actual live person and is animated then it is a cartoon, but just a different media or type of cartoon depending on the tools used and the artistic styling.
