I see so many games release in alpha and beta I don't even remember the last mmo I played in it'd final form.
is it a lie devs use to convince players the bugs are because they haven't finished that part yet?

They could be, but I honestly care more about how fun they are more than how complete they are.

This, pretty much.
As long as it's fun I can forgive a bug here and there, as long as the team behind the game is also working on fixing at least the worst of them.

That said, a complete MMO is a lie by definition.
A good running MMO will have a development team on it that is always making new content for the game and on the other side is making adjustments to existing content to remove bugs and unintended exploits and to also keep that content relevant for as long as possible.

If you bring out an MMO and announce that it is the finished product, you have failed to understand the whole concept MMORPG.

What George mentioned, there is probably no complete MMORPG. Heck, even long time MMORPG like WoW still have a few bugs that i sometime get every now and then. If you want a complete bug free MMORPG, i don't think there is one for you.
