Anime is just a japanese word for animation i think. In the UK we call animations 'cartoons' while some in Korea would be called 'Korean Anime'.

I would say; Yes... Given that I consider "Anime" to be a "style" of drawing cartoons. Though the style originated and is most popular in Japan it is (obviously since you asked the question) copied outside Japan.
Within Japan most (if not all) animations are referred to as "anime". Outside Japan "anime" is a sub-section of animated film referring either to animation originating from Japan or to animation in the style of that of "anime".
I would usually specify when an anime comes from a country other than Japan however, but still refer to it as "anime".
