Not to be sexist, but it's a better place for a female. Aim has nothing to do with gender, but women are (usually) weaker physically than men.

When you are talking military snipers (not anime ones who barely carry any gear), they need the strength. Real world snipers carry a ton of gear. You have the sniper rifle (which can be really heavy) and ammo, assault rifle and ammo, pistol and ammo, spotting scope, radios, gillie suit, food, water, and a lot of other gear. It adds up to a lot of gear you have to hump for a long distance to get to your position.

Now, if you are talking some sort of law enforcement or spy, the weight will be a lot less. But, strength and endurance still matter.

It could be considered a modern weaponry version of how women tend to always get bows (or ranged magic) for fighting in more medieval settings. It lets the girls fight without having them involved in much melee fighting, which is often reserved for the male characters (whether because 'girls are weak' or to avoid having a male character hit a female one, etc).
