All of the Jaegers in Akame ga Kill. Pretty much, they are hired by the Empire to do their dirty work, but the soldiers themselves have a strong sense of justice and are just paying their debts unaware that Night Raid's true purpose is to change the Empire for the better. They are enemies, but they are characters that would have gotten along very well with Night Raid under different circumstances and given the developments, it looks like someday that will happen.

Have you read Jagi Gaiden? Its kind of a backstory of what molded him into what he is...and it was pretty sad

I disagree.

I felt absolutely no sympathy for Dr. Stylish, Seryu, or Kurome. They are about as twisted as the Prime Minister himself.

Konan from Naruto although she doesn't stay as an antagonist her motivations i can stomach more than the other two especially Nagato who was being selfish. Konan just wanted to protect her friends and the only family she had left in the world. She never did anything on her own she just believed in a course of action that would hopefully do good and got strung along by the bad choices of her friends.

Also Raul Creed from Ergo Proxy for similar reasons. He knows the leader of Romdau is keeping things from the population that may endanger his loved ones and he'll do what it takes to protect them. He's not really right in targeting the people he does but i have sympathy for his motives like Re-l he just wants to know the truth.

I agree, I felt the greatest sympathy towards Konan. I loved Tobi throughout the entire series, until he tried to kill Konan. After that point I hated him.

Konan's death was pretty sad. She finally found her peace after Naruto persuaded Nagato back on the right path and that there is a better way to achieve peace than though selfish forcing of ideals. Even after they were gone she dedicated herself to protecting them and gave her life doing so.

Kotomine Kirei, kind of...
Only the suffering of others brings him joy.
It's not that he wants to be like this, but that he was born with a 'defect'.
I feel kind of sympathetic towards him because, well, he does try to find happiness and to be 'normal', but he just can't.

Makishima Shogo from Psycho Pass

and

Oikawa Tooru from Haikyuu!

Villains tend to evoke more emotional response from me than normal characters, especially in FMAB. Kind of makes sense since studies show that "dangerous" characters puts your brain on overdrive in many ways.

Something about the Afro Samurai series and movie really screwed with me.. Then again, I watched it all while listening to music lmao.. I felt somewhat sorry for some of the "antagonists" in that series/movie.. Not the villain that originally killed Afro samurai'a father though.. No sympathy for him lol.. I need to watch the movie and series again, while actually listening to what is happening lmao..

Maybe my choice isn't serious enough for this thread, but I'll go with Minerva X from Robot Girls Z. So the Underground Empire created her specifically to sew dissension amongst the three heroines. They got things a little too perfect, and Minerva really seems to care for Z-chan, leader of Robot Girls Z, whom she always addresses as "Onee-chan." In Team Z's final battle, Minerva even sacrificed herself to protect Z-chan against Darkness-ko. (And, yes, I recall that Minerva was actually a cross-dressing boy. But if he thinks of himself as a girl, who am I to argue?) Minerva's always listed as one of the villains of the series, which seems completely unfair to me given how she moved beyond her original purpose and chose her own path of devotion to Z-chan.

I'm have absolute infatuation with Nasujima Takashi because I made up the most depressing backstory for him, but also suspect that he was canonically abused as a child.
