I've been contemplating on whether to get premium. What I would like to know is, if premium membership is universal across regions?

To clarify, if I were to pay for premium it would be for a UK account but if I were to go to America and go to crunchyroll.com would I still be able to sign in and view the content there, and due to the fact that I would be in America, would i be able to view programs which are available there but not in the UK.

You are correct.

You can use your UK Account on the whole site.
A long time back in the beginning of my membership I traveled a lot for work and I had access to the Library of the country I was currently residing in.

So yeah

yup, the license agreements can vary between regions depending on what content is being questioned. Certain areas do not get the same content, or might be delayed, depending on what type of agreement the publisher had given CR.
