We all get stuck.

We all reach a point where we're unsure about the answer. Requests for solutions ruin the integrity of the process. Like having God mode on in a game, getting full health/ammo because the level takes time you don't want to spend to understand. But sometimes when you're playing without it, there are ammo/health pickups you needed and missed.

There are lots and lots of references to pull from, I won't waste more time on them

A question to prove a point is worthless in my mind, I promise this is not that question.

The honest question I have now, if a question can't be something I could answer myself, is

When is a question worth asking?

When you can't find the answer on your own, I guess.

A question is worth asking when the questionee is unbiased or holds a different perspective to yourself. Oftentimes questions are abused to reinforce personal biases with an expected answer.

No question is not worth asking. It depends on who you ask.

And if I ask everyone and am not satisfied with what I've learned from the responses, is it worth asking again?

I guess maybe change the question, a broad and simple question seems to illicit broad and simple answers.

Questions aren't my strong suit.

worth asking when the euro-zone economy is fucking up so hard

Sometimes. If you can learn something you otherwise wouldn't know. Silly questions to me are those made without thinking.

When answering someone's question with your own question and make them think why they even ask a question and if the question is worthy enough to be asked at the first place.

When you search for an answer, even when there might not be one or if the answer is not one we would like to hear.

A question is the pursuit of information and a means for a an outcome no matter what the information might be. The use of that information varies person to person.

So back to the question at hand; the best time to ask a question is when the question gains/confirms information you need/already acquired.

When by not asking a question you risk screwing up things big time. I know at work I'd rather be the annoying pest that asks questions than the guy who sends out a botched project because I was too afraid to ask and lose business for the company out of my own arrogance.
