That's basically how it goes with most anime that shows private parts. It airs censored on normal channels, and that's what's available most of the time when making streaming contracts. It also airs uncensored on premium networks, and occasionally streamers can get special rights to show that as well, like CR did recently with Terraformars. But the publishers often rely on uncensored options to drive DVD/BD sales, so they usually don't like making uncensored streaming agreements.

I expect you are thinking of a different show, as Highschool DxD is and always has been licensed by Funimation. (You could just substitute "CR" with "Funimation" and your statement would be accurate).

One advantage that Funimation has is that when they go back and license a series for home video (as they did with both DxD series, they get the uncensored version, and put that up for subscribers, giving them an advantage in the long run for some series).

Ah, that's right. I was thinking of Highschool DxD, but I forgot that I watched it on Funimation.
