So that you can play musical chairs, exchanging one (relatively) small group of people in power who are mostly corrupt, for a new small group of people in power who are also mostly corrupt? There is the saying "power corrupts, absolute power corrupts absolutely". In order to gain a position of power, a person almost always needs to become corrupt. Even those who manage to get power without being corrupt soon become corrupted. In countries where officials are elected, the representatives have to be able to raise money somehow. The easiest way to do so, and about the only way to do so in a large way, is to promise favors or be part of a cause that has a financial motive in mind that your future power can be used to accomplish. Even in cases where the contributions are made from non-affiliated parties and favors are not promised, those make large contributions would be hard to turn down for those they helped put in power.

In countries where officials are not elected, it takes ties and bribes to those with power in order to rise to a level of power.

Welcome to the world where no one invest millions in advertising for campaign for then the main salary is mere a 1% invested.
Try to learn terms like lobbyist , Key in hands ect ect.

How often dose someone look back on an election official and determine where the clues are that he/she will be dishonest/corrupt. The clues are there, the media hides them because they all take sides, the clues are ignored when reported by other side.

Don't know how it is in other countries, but in the USA, the media is betraying the people. People running for an office will say whatever they have to to win, then don't keep with what they say, passing bills that they say will do (something) and then dose meet that expectation. These are signs a morally corrupt person.

But, in a way officials reflect the people, a good portion of the population are also corrupt, given a chance.
