Just finished watching Kai and I have to say I loved both seasons of this anime, however there were two parts in Kai that didn't seem to make sense.

The first being the beginning of the first episode of Kai which showed Rena in the future with Ooishi and other police inside a burnt out building. I got the sense during that scene that Rena was the only member of the club that survived the events of June 1983 but this was never wrapped up. Did this scene just belong to an arc that took place in a different world than the final arc of Kai?

The second being the scene at the end where what looks like Rena, much older, who sees Takano as a child, and tells her to get on the bus that her parents were supposed to die on.

Are these things explained in the Rei OVA or is there something I am missing?

*MAJOR SPOILER WARNING*

Rena was hospitalized after the events of the last arc in the first season. They mention it in the episode. She was in another city when the "volcanic gas" event happened, because Hinimizawa doesn't have what amounts to a mental ward.

That last scene was kind of a fuck you to anyone who didn't play the games honestly. That character is the "witch", Fredrika Bernkastel, Rika's alternate personality created by the fact that she's essentially over a century old, but has to still act like a child. It's some weird supernatural bullshit that the alternate personality can act somewhat interdependently of Rika by the end of the series, and is her own character in Umineko, the spin off series.

Thanks for clearing that up I just started playing the first 3 arcs of the games and they seem to explain the story in better detail. Do you recommend the Umineko anime or manga?
