What is a ghoul? And how can I tell if someone is a ghoul?

Well, there is no way to tell right from the start. They look just like us humans in appearance when they aren't hunting.
But they have their differences. For example, a ghoul cannot be killed with ordinary weapons. Kitchen knives cannot pierce through their skin as easily as they do a humans. The only way to inject/stab a ghoul is through their muscle. So, through the muscle in their eyes would be a good spot if we can get a ghoul to stay down for long enough.

But that isn't the only difference. Ghouls can't eat food. If they do eat it, it will taste... slimy to them. They'll be forced to throw it right back up if they were to chew onto ordinary human foods.
The only thing they can eat without growing sick.
Is human flesh.
One human should be enough to keep a ghoul well fed for months. That is, if they're an ordinary ghoul. Binge-eating ghouls have been popping up in the districts, causing the loss in many lives.

When they're hunting, their eyes change from their natural color to something completely different. Where their eyes used to be white, is replaced with a pitch black. And where their natural color used to be, is now red. But there is more to them than these changes. They also posse something known as a "kagune", which is what they use to attack/protect themselves in battle. Only a kagune can actually kill another ghoul.

What is a kagune and what do they do?

A kagune is the predatory organ belonging to a ghoul that functions as their way of protection or attack. However, not every ghoul has the same kagune. There are four different types of kagunes we know about.
Ukaku, Koukaka, Rinkaku, Bikaku.

What is the CCG and what are their motives?

CCG, otherly known as "Commission of Counter Ghoul", is a legal work bureau that acts on cases of ghouls that have been popping up over the districts. The CCG Investigators are also known as "Doves" to ghouls because of the CCG's seal, which includes a dove on it. These investigators' motives would be to either capture or eliminate the ghoul, depending on how dangerous they are to the public.
The ranking for ghouls goes from a lower rating all the way to "SSS".
If any ghouls are captured, they are brought to the Ghoul Detention Center for either questioning, or to be used for Quinques. They are placed on floors deep underground, depending on their danger rating. First floor, which is higher up, is for the lower rating ghouls, the second floor is for "S" ranked, third is for "SS" ranked, and the deepest floor is for "SSS" ranked.

If it wasn't obvious enough, the CCG's motives have always been to make sure the districts are safe for humans to live without the constant threat of Ghouls hanging over them. After all... who wants to live in fear?
