Actually....... I have heard some mothers have this "retraction problem" after they were done beast feeding their child. Apparently their breast shrinks to the point where it is completely flat, flatter than before they became mothers. I have only heard of this from one women but yeah it's possible if you don't take the prescribed meditations

According to the Medical dictionary, GRS or more commonly known as Koro, is:

"An unusual culture-bound desomatization complex, described in China and Malaysia, characterized by an intense abrupt fear that the penis in men, or nipples and vulva in women, are disappearing into the body and will cause death; the subject may attempt to ‘prevent’ his penis from shrinking and disappearing within his body by tying it to the outside of his body with various devices."

Also:

"A culture-bound acute delusional syndrome that occurs as localized epidemic at times. Those affected experience intense anxiety over the sensation of the penis in males, vulva and nipples in females, shriveling or being drawn into the body and the belief this may cause death. Found in the Makassarese, natives of the Celebes. Also reported in South and East Asia, occasionally in the West."

In other words, it's a culture-locked delusional condition and wouldn't apply to most cultures or people. If what you say is true and that " 'penis panic' is a mass hysteria event cause by large numbers of people in a certain population coming' down with GRS", then it can easily be said that the majority of the world will never experience this delusional disorder.
