I don't think it really decides whether you're an optimist or not. If I randomly walk by a cup, and see it has water halfway, I'd say it's half full. If I had a full liter of soda, and come back and see that's someone drank half of it, it'd be half empty (and I'd also be angry).

Technically, if it's either, it's both. Idiomatically, how we usually refer to it depends on whether something's being added to or removed from the glass.

As for myself, if I just happened across such a glass, I'd have no reason to pay it any mind in the first pace, so I wouldn't mention it unless there was context, and that context would determine which way I'd refer to it.
